A round base puts the water in a sphere instead of a cone, which lowers the centre of gravity and gives the smoke a wider surface to move across on its way up the tube.

Nine and a half inches is the height most people land on. Tall enough that the smoke has somewhere to cool, short enough to keep on a shelf and carry to the sink without planning it.
